Before the outbreak of World War II, the Wehrmacht's anti-aircraft machine gun for low altitude targets was the FlaK 30, a single 2cm machine gun. However, due to the rapid development of aircraft and their higher speeds, the slow firing rate became a problem. The first company to be asked to make improvements was Rheinmetall, which was renowned for its large-calibre machine guns, but it did not have the time or resources to do so, as other weapons had to be developed first.
