Before the outbreak of World War II, the Wehrmacht's anti-aircraft machine gun for low altitude targets was the FlaK 30, a single 2cm machine gun. However, due to the rapid development of aircraft and their higher speeds, the slow firing rate became a problem. The first company to be asked to make improvements was Rheinmetall, which was renowned for its large-calibre machine guns, but it did not have the time or resources to do so, as other weapons had to be developed first. Therefore, Mauser was given the task of improving the FlaK 30 and developed the same single-armed FlaK 38.(From Wikipdia)
